For Suitelets that are authenticated through login, the number of concurrent requests is currently not governed. It only applies to concurrent requests for Suitelets available without login.

External Suitelet (Suitelet available without login) will always have a governance limit which means that there will be no instance wherein it will not be implemented.

Base on SuiteAnswers article 41957 Create a Plug-in Implementation Script File, there’s no documentation for concurrency governance limit; however, it will still follow the SuiteScript Governance Limit.
