As long as you can still edit the Purchase Order, to re-open a closed Purchase Order, just edit the Purchase Order and clear the Closed column in the Item lines.
You will get the pop-up message “Items on this line have been received and billed. Are you sure you want to modify this item?” if the Purchase Order has related records. Just click Ok to proceed.
