This is currently logged as an enhancement in Netsuite. We cannot manually add the COLUMN filter in the reports as it is auto-provisioned by NetSuite based on each standard-reports type. For this report, it is logged as a future enhancement and this is the reason why the COLUMN filter is not available in this report.
The enhancement details are as below.

Description: Reports > Sales > Sales By Partner Summary: User requests the Column field to be available when running the report in order to run the report to show columns per Accounting Period.
