User can set exchange rate provider from the Exchange Rate Integration section of the General subtab on the Accounting Preferences page.

Setting the exchange rate provider first time will not update rates in historical transactions. For past dates, exchange rates won’t be available automatically. To make them accessible, the rates must be manually imported for those specific dates so they appear in historical records.
If the user is changing the rate provider,
By design, modifying the exchange rate provider should not impact previously recorded historical exchange rates. Existing Currency Exchange Rate Update records will retain their original Exchange Rate, Effective Date, Rate Provider, and Method.
