The Copy Data to Sandbox button on the Sandbox Accounts page initiates a copy of data from the associated Production account and automatically activates it. This action requires at least 1 available refresh in Refreshes Total, though it will not use it against the account and this is why it is showing 0/60 on the Refresh Summary page. For the email notification, we will only receive it once the refresh is completed and ready to activate the copy of the Sandbox account. If you select refresh, the option appear to activate SB after some time and this would count towards the total for refreshes.
