We can update the Review section ‘Terms and condition’ notifictaion message from netsuite website setup.

commerce->websites->website list->
Select the website from the list and click edit button
The website setup page has an option for changing the ‘Terms and conditions’ section under the Shopping tab. We can update the message here.
