In the sales order, the items went back-ordered even though there was an available quantity at the SO location.
One of the possible reasons is that there is a location field at the line level and the user has only entered the location value at the header level. So NS will not consider any location to commit the item.
Select the location value at the line level also. and the item will be committed from that location.
